David Hoy is an Urban Planner with over 30 years of experience in consulting, government and Council roles.

David is a land use strategist whose strengths focus on conceptualising outcomes and aligning development strategy and negotiation, master planning, project positioning and approval pathway mapping to achieve those outcomes. He sees every client problem as unique and as equally important to each individual client. This strategic thinking carries through to a deep understanding of statutory land use planning systems that must be navigated to implement built form outcomes. His suite of skills includes advocacy and expert representation and testimony to Panels; the Independent Planning Commission; public forums and the Land and Environment Court.

This generalist skillset has seen David deployed to solve client problems across multiple sectors and geographies and including specialised and unique single purpose properties. At the same time has particular expertise in retail, mixed-use urban renewal; greenfield urban developments; cemetery planning and the registered club sector.

David previously held the role of NSW Regional Director for Urbis, responsible for leading and supporting the company’s activities in New South Wales. His achievements including expanding Urbis footprint – opening a Western Sydney Office and implementing new agile work ways as part of the Urbis’ Sydney CBD office relocation in 2019.
